Advisory Board Announces: Council of Ministers' Decision Does Not Affect University Service Allowances
The Advisory Board of the Ministry of Higher Education and Scientific Research reassures all staff of its institutions that the decision of the Council of Ministers does not in any way affect the university service allowances granted to full-time university service employees in accordance with the law, nor does it affect the allowances granted under the provisions of Clauses (First) and (Second) of Article (14) of the University Service Law to both technical and administrative staff, and that the content of Paragraph (7) of Council of Ministers Decision No. (40) of 2026 is consistent with the legal provisions of the University Service Law, which remains in force.
The Ministry of Higher Education and Scientific Research renews its commitment to and concern for the entitlements of its staff, whether at the Ministry headquarters or in Iraqi universities, in light of the legal frameworks and approved legislation.
